Sinbad tries to make people happy by giving them money and then finally going on a voyage to find the Blue Bird of Happiness..after this fails he realizes that happiness comes from within each person.
The visuals are simply stunning in this film as they are with most Russian sci-fi or fantasy films and you will notice that the film really uses a Rimsky-Korsokov score to the max.
If you're looking for something a bit different I would indeed recommend this little gem. Odd, but very entertaining.
