This is also known as "Criminal Act" and every synopsis I have read tells me it's about two women reporters who discover giant rats living in the sewers under a city.
Well such is just not the case. It's a rather tongue in cheek film about a reporter named Pam Weiss (Catherine Bach) and her assistant, Sharon Fields (Charlene Dallas) who discover tunnels under their newspaper building.
From there we have a story about a building developer who wants all of the homeless people removed from the city so he can develope more property and make tons of money, so he hires criminals to kidnap the homeless and keep them in a prison cell underground until they can ship them off to another country.
Now, I have no idea what this has to do with giant rats. There is a rat0like man running around, but he looks rather normal to be and is no threat at all.
It's an odd movie that cannot make up it's mind what it is. I can tell you this is a standard 80's crime drama with some comedy thrown in, but it's not a horror film as so many reviews state.
The rest of the cast includes John Saxon, Vic Tayback, Nicholas Guest, and Victor Brandt. Catherine Bach looks great as always.
